Is something going in the LR? If you just want a tank to roll around and shoot stuff, consider just fielding a all-LC pred. Significantly less points, albeit not as tough.
Overall you are light on anti tank fire, and probably a bit over the top on anti-horde. If your main opponent is footslogging orks, this is fine. But for a more balanced list I might shift things.
I’d put the Librarian in with the drop pod sternguard. I would also suggest getting a pod for the other squad, and probably one of the tac squads, for a total of 3. If you do want to just keep it to one pod, that works, just be careful with it. I’d not bother with the c-flamers on the sternguard. I’d swap two to HFs and try to bulk out the squad.
I’m old fashioned and like 10 man tac squads. You might want to consider taking special weapons, rather then heavies on the rhino squads moving forward. If you do that, you can just take 10 man squads and combat squad them, leaving the MLs at home. This will help in kill point missions.
I’ve been getting good results from TML/HB speeders. I think you can afford to cut some of the troop killing out of your list. Swapping these guys to something with a little more punch (MMs would also work) would help balance your list.
Talon is good.
Empty LR is a bit odd. TFCs are good, but I’m not sure you need both. Getting a 4xLC dev squad would help kill vehicles, which you need.
I’m not sure what parts of the list you have your heart set on a/o already own, so it’s hard to say what to cut for points. Your overall structure looks fine, but you need to adjust a few things to be more balanced.
