If I use a models special rule to give interceptor to an AM blob squad. That same blob squad fires interceptor in my enemies turn. Could I force the blob squad to fire again in their shooting phase by issuing orders?

Interceptor says they cannot fire but orders say they must make a shooting attack. It does not say perform their shooting using X rules.

How does the blob gain interceptor?

I would suggest that the order can't be issued as you can't comply with it if you pass the test

Well you can comply with it - you make a shooting attack with the unit. JNone of the models can make one (assuming only one weapon each) but that is still a shooting attack.
