as the question states are they big as a chapter or as large as a legion would they able to overwhelm a fortress world with their numbers?

But yes, they can topple fortress worlds.
They're actually the preferred target of one daemonkin warband, the Harvest I think, who attack fortresses that are just about to be attacked, kill all the defenders and then become the defenders so that they can kill the oncoming atackers.

They vary in numbers quite a bit. They won't be legion sized , of marines, but the end goal is to summon a daemonic legion , which is massive.

Looks big enough to overrun a fortress. Probably not an entire fortress world .
