You take a drop pod as a Fast Attack choice.

Now as I understand it, an appropriate allied unit can use it?

Could you take an allied HQ and have him join a squad and then use that pod? ( I'm assuming an allied HQ can't join a squad with a dedicated drop pod, is that still the case?).

Basically I want to know if I can join an Inquisitor to an allied marine squad and have them drop in a Blood Angels pod.

Not cheesing it out, but going for a fluffy Deathwatch army using Blood Angels as the parent army. ( of course, contingent on regular Marines not changing and no Deathwatch supplement).

I would prefer dropping the Inquisitor with a BA squad in its own pod, but if I remember correctly, you can't do that.

As far as I can tell, that's perfectly fine. If you have a vehicle with transport capacity, you can have a unit start the game in reserve in the transport (so you make one reserve roll to bring them both in).

Your Inquisitor CAN join a Blood Angel unit in their Dedicated Transport Drop Pod.

Your Inquisitor would be allowed to ride with an Inquisitorial Warband or even another allied faction in a Fast Attack Drop Pod if you wanted.

I thought they were dedicated transports only

The new Space Wolves and I believe the new Blood Angels can. The rest of the Space Marine chapters can't though, but they probably will when they get their next Codex.

I've seen people do it enough times that it warrants a reminder: a Pod has only 10 spots, so if you have a full 10 Marines, no ICs can go into the pod with them. You'll have to buy one less Marine, which also usually means you'll get fewer special/heavy weapons in the unit. Plan your list accordingly.

That is only if they do not combat squad the unit. If they do then having a 5 man squad joined by an IC is perfectly fine
