Okay so you've got the eternity gate on the monolith. When you use that do the models it moved count as actually disembarking? The way it reads to me is that you use that as a guide for setting models down but that it doesn't count as a move since it is actually before the movement phase

Look at the last sentence of the Eternity Gate's rules. "..., but the unit is otherwise treated exactly like it was disembarking from a Transport vehicle."

Except if it is not during the movement phase they still get to move.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

It says at the start of the movement phase, but not before it.

No it's that start of the friendly turn. Not the movement phase. That means it's before the movement phase starts, but after the end of the fight sub-phaseof the previous players turn

Being able to use artefacts to redeploy by deep strike on turn one works wonders for solving the issue of getting close, I find.

Just be sure to pressure in other ways to lower the degree of focus fire you take as a result.

You mean there are no delivery system other than the ghost ark I assume.

Only if you consider Necron Warriors an 'assault unit'.

You choose the unit at the start of player turn ("At the start of each friendly turn, you may choose one friendly unit...")
However, the unit is placed in the movement phase ("... and is placed as if it were disembarking from the Monolith's portal at the start of the movement phase."

I suppose you could buy a fast slot ghost ark and put a royal court in it.
