I have the dataslate Be'lakor and codex supplement Black Legion. I've had different people tell me that I can't use Be'lakor as an HQ choice for a Black Legion list and others say that I can. So here are what I think are the relevant rules.

"A Black Legion army is chosen using the army list presented in Codex: Chaos Space Marines. It also has a series of supplemental rules (presented below) that can be used in addition to the material found in Codex: Chaos Space Marines. Note that you can only use the options from one codex supplement when choosing a detachment."

"Be’lakor is an Army List Entry that can be selected as an HQ choice in a detachment chosen from either Codex: Chaos Daemons or Codex: Chaos Space Marines."

My line of thought is because Black Legion can use anything from the CSM codex they should also be able to pick up Be'lakor. Also Be'lakor is fluff compliant for Black Legion.

Unfortunately, you will be unable to select it. Be'lakor can be selected as an HQ choice in a detachment chosen from Codex: Chaos Space Marines, but you're not choosing a detachment chosen from Codex: Chaos Space Marines. You're choosing a detachment chosen from the Black Legion codex supplement. It just so happens that this supplement also chooses from Codex: Chaos Space Marines.

EDIT: If Black Legion said "A detachment chosen from Codex: Chaos Space Marines may choose the options and gain the supplemental rules below yadda, yadda...", then you'd be able to mix and match this. Just using this as an example of the direction of the wordings and permissions.

When was the belakor dataslate released? If it was during 6th, would it not be covered by the change to factions, in which he would be taken in detachments with the CSM or daemons factions. In this case he would be able to be taken

That's a good point. If it were updated to be a Chaos Space Marine Faction may take Be'lakor, then you would be able to take him for Black Legion, as it's still a Chaos Space Marine Faction.

Be'lakor was launched before 7th - by the end of 2013. So, he doesn't possess any data about Faction stuff. As BL, CS and CSM are all part of the same Faction, I'd say it's quite ok to use him with the supplements.
