I was thinking about creating a bunch of 'chaos guardsman' clad in power armour just for some non-competitive games with friends. However, I was wondering how fluff-friendly this would be. Would it be possible for guardsman to wear power armour? (as sisters of battle are capable without the space marine implants). Would they be able to equip themselves with the heavier weapons like Missile Launchers and Heavy Bolters? (Heck, a normal guardsman would probably struggle with a normal bolter) Perhaps if they didn't have the shoulder pads, would it be more plausible (like giving them a 4+ armour save instead of the normal 3+).

Any help would be much appreciated

Fluff wise no, they need the black carapace and all the mcguffins.

That said, there's no reason you can't make some power armor scrap armor for a cobbled together suit torn from the loyalist dogs.

Or just do what you want and when questioned simply reply, "Because Chaos". Rule of cool my friend!

Haha, thanks for the info

I'll definitely look into making those cobbled-together suits. I think they'd look awesome on the guardsmen.

Any basic human can wear Power Armour - the Black Carapace of the Astartes is simply what gives them the ability to 100% fully interface with ALL the systems and advantages of power armour.

Sisters for example do not have a Black Carapace equivalent, hence they only get the most 'basic' levels of their suits systems & protections.
