Lets say I have a unit with a 3 in its profile for attacks. The single model unit has set wargear, no options. That wargear includes two close combat weapons. Does the model get to make 4 attacks? 3 from the profile and +1 for having two close combat weapons or is the +1 bonus included in the profile automatically?
I know some units tell us that the bonus attack for the wargear are already included in the profile, but this is not the case with this model.

If the unit in question does not specify that bonus attacks are factored into the profile, then you would have 4 attacks (5 on the charge).

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

The rulebook tells us that a model gets a number of attacks in melee equal to it's base Attacks characteristic, plus bonuses for charging and 2CCWs etc. This should indicate that 2CCWs are never included in the base profile, and things like Assault Marines have 2 CCWs built in but only 1A on their profile.
Perhaps an easier question would be us asking for the example you mention where it is already built in?

Any/all bonus attacks are never added to the profile.
Bonus attacks do not alter the profile in any way.
Some wargear, however, will add attacks to the profile(I believe thunderwolf mount does so) when this wargear is standard on a model(like twcav) then the profile alterations are already included(this is why sm bikers are t5, not t5+1 for t6).

Including weapon bonus in the attack profile would cripple ork choppa boyz, where the only good thing is they get 4 attacks on the charge.

and also if this model is a vehicle/walker and looses a ccw that gave him a +1 A, he will loose the bonus A and if it was a dreadccw or a power fist etc he will fight at his Base S, and loose any special rules like decapitating blow given from the ccw. Also if he has 3 ccw he will gain a +2 A and so on.
