The deflagrate special rule "after normal attacks have been resolved" you can unleash an extra can of whoopass (slight paraphrasing)
Tempest attack is a "special type of attack"
I suppose the question is, how do we define "normal attacks"?
A point that has come up in discussions, is that screamers of tzeentch can swap all there normal attacks for a single lampreys bite attack. If we are too strict on the definition of "normal", then they still have their bonus attack when charging. As well as HOW

While I don't think it's actually defined, I've always interpreted it as Attacks characteristics, modified by special rules/wargear.

FW has stated in replys to emails from players that tempest triggers deflagrate, and that the wording is confusing because it is a copy/paste from another book.

Nothing in deflagrate requires you to have made normal attacks. It just sets when deflagrate occurs.

Yeah. Pretty sure Deflagrate comes from the Volkite weapons.
