The 2nd Horus Heresy book has a Rites of War Restriction against the "Heavy" rule. What is this in reference to? Heavy Weapons?

Sorry I was wrong, Heavy as in Heavy Vehicles. So any thing that has "Heavy" listed in its Unit type, Heavy Support choices are still fair game.
