Yes, it is. And it wouldn't even be unbound.

You need to take a CAD for that. Fortifications generally don't show up on formations; you'll need to field a CAD or an AD (if another faction) for the Fortification slot.

Or you can go Unbound. Formations are allowed inside Unbound, so a formation + 5 fortifications is ok to play as well (albeit not Battle-forged)

AI & BFG: / BMG: Mr. Freeze, Deathstroke / Battletech: SR, OWA / Fallout Factions: BoS / HGB: Caprice / Malifaux: Arcanists, Guild, Outcasts / MCP: Mutants / SAGA: Ordensstaat / SW Legion: CIS / WWX: Union

But you still get all the formation rules, so there's very little incentive to be battle forged if you are only adding one or two bits onto a formation

i create slowly the kharn butcherhorde i know isnt competative but i like it and i play for fun...so i can have butcherhorde + 1 fortification without CAD (butcherhorde + aegis only )

If your army is a formation, you may only take the units you're told you can take in that formation. So, if the formation doesn't say to take a fortification, you'd be required to take a detachment like the one you described(1 HQ, 2 Troops + Fortification).

EDIT: And no, most places don't allow unbound, so it'd be illegal if I had to guess.

There is NO SUCH THING as MORE ADVANCED in 40k!!! There are ONLY 2 LEVELS of RULES: Basic and Advanced. THE END. Stop saying "More Advanced". That is not a recognized thing in modern 40k!!!!

What Betray didn't say, and should have, is that you have to ask your local store. Unbound is a legal way to build an army. There is no question about that. If your gaming group chooses to accept those games is not something random internet folks can answer. We don't know them.

I think if your opponent is reasonable and actually looks at your list rather than just hearing "unbound" and saying "HELL NO" like a dummy it shouldn't be a big deal.

Make 2 lists, just in case. Whatever fortification you take can easily be replaced with additional models/upgrades for the units you took.

Only tournaments don't allow unbound. If your opponent doesn't allow ANYTHING that is legal unless you both agree on it because it helps the game then they are a poor sport and you should find better opponents who are more fun to play
Since he is building a list that's not competitive I'm sure he is not trying to compete with it. Nerd are really the only types of people who think they can make house rules handicapping other people because they're whiny babies and still count their wins.

I guess you have never met many humans in your travels on this planet. People do that to each other all the time. Examples: Politicians, Businesses, Nations, Politicians, Pie Eating Contests, Politicians, etc.

Or they know that the resultant game won't be fun. 'Oh you're playing with a full on tournament level Eldar cheese list? Sure I'll play against it with my fluffy chaos marine army I made because I like the way it looked'
