Finally.
Steams unwillingness to refund people for games that don't work or fall well short of their product description has become almost legendary but now it seems that Steam has decided that its stance was unethical (not to mention that various legislatures around the world were taking an interest in Steams anti consumer practices).
Its only taken Steam 12 years but at least it got there in the end.

Not sure what your point is. You can do that anyway with torrents.
I'm assuming refunding a game removes it from your library. This isn't GOG, everything is still bound to Steam.

Steams offers top speed and, most of all, legal downloading of games with zero chances of malware. Sure, it removes it from the library. You still have the game files and cracking them takes 2 minutes.

Just like you can buy a boxed game, return it and crack the game. Or simply torrent it which incidentally takes very little time and the story that pirated games are full of viruses is a fairy tale.
Steam did this now before they were made to do it, apparently they are already forced to offer refunds in Australia.

The former doesn't work in Germany at least (and really, if you allow boxed games to be returned...you're not that smart of a manager), the latter still is slower and less safe than what Steam has to offer. Let alone the fact that cracking Steam-obtained games isn't trackable.

Man, i remember after the Watch Dogs train wreck it took me 17 messages and a couple of nasty phone calls before i finally got an account credit for that steaming pile of horsegak (which I never got working). I am glad they are finally starting to be less rampaging douchebags about refunds.
