You need to be 3 inches away to use the melta rule correct? 6 inch range on an eldar fusion pistol

Correct, Melta requires you to be within half range to cause an effect.

Someone told me it didn't apply to pistols or 6" range

Ask that person to show you that rule. They won't be able to. The Melta rule does not make exceptions for Pistols, and the Pistols rules don't mention Melta.

The only time I recall pistols being called out on range was the old night shield rule on dark eldar vehicles, where they didn't affect 6" ranges
