What do y'all think? Doable or booooring? I was thinking just making appropriate card board mats (2d) or boxes (3d) to represent heights. Whachya think? I'm stoked for GWto really turn WFB around with the next rule set, but it's GW.... So fail very likely IMO.

Doable, or buy some inexpensive PDF miniatures to play around with before getting the real figures.
A Whole Bunch Of Free Ones.
And Some Inexpensive Ones.

All the WAAC Fantasy players used to do it in my parts. Nothing wrong with it if you're just testing stuff out.

I actually have two blog posts on this very topic: a Hobby Done Cheap post that shows off how to get two 1000 point test armies for KoW for less than $2.50, and the follow up Battle Report where I was soundly beaten about the head by my friend.
My verdict is that, while boring, it's the perfect way to see if you like the game before putting loads of money and time into buying and painting miniatures.

I introduced my friends to KoW and the loved it. Most used their warhammer in the practice games but several used cardboard cut outs with images of the troops ontop...
It was annoying to play against as you can't really see what's on the opponents cards and it Was uuurrgh for me. BUT my friends really enjoyed it and last time we played about 5 1500pt games in one sesh. It allowed him to trial all the different armies (he wanted to play orcs but quickly changed to kingdoms of men) so it was incredibly useful!
My advice would be to have a patient opponent and yes very useful!
