Can theoretically achieve a STR 16 for penetration?

No. The Strengh characteristic cannot go past 10. Not sure of the page number but its in the rule book. Maybe look at strength, its on the first couple of pages.

Bolt gun is STR 4, Armor bane allows for an additional D6 for penetration.

I'm shooting the bolt gun at a land Raider. I am given two dice for penetration, I roll two 5's

Thats a STR 14 glance is it not?

I thought the strength characteristics of a model can't be above 10

Str 4 bolter + 2D6 penetration from armorbane = able to pen AV15 and glance AV16 if you roll double 6's.

Armour penetration rolls are not strength values.

You're correct that you could theoretically achieve an armour penetration roll of 16.

To put things into context:
A Sister Retributor with Multi-Melta may pass her Act of Faith and get Rending, the resulting shot at a vehicle at half range would be:
S8 + 2D6, and if you're lucky to roll a double "6", you get + 2 D3.

= pen AV 25 and glance AV 26

This at 12" Range. Titans beware
