Does the leman russ plasma executioner turret no longer have 'gets hot' in this codex?

Vraks's Executioner never did in the first place. It having gets hot is very recent (only in the current AM codex which is only a year old) and the previous Vraks books were written before then.

What it had and what it has could be 2 totally different things.
That said you will need to look at the book to find out, this is not a ymdc ququestion; you are asking for rules.

The Leman Russ Executioner used in the Siege of Vraks army list uses the weapon profiles given in Siege of Vraks. If the executioner plasma cannon lacks the Gets Hot rule in its profile there, it does not roll for it.

It does not get hot.
