Yes you can take relics from both books, no you can not take multiples of the same relic.

I didn't see where in shield of Baal it was said they could take standard relics.

No you cannot.

for the same reasons you can't mix farsight and codex relics.

The only exception would be if the necron codex told you you could.

A Mephrit detachment/formation can take both Mephrit and codex relics. A non-Mephrit detachment/formation can (currently) only take relics from the codex.

Because the units are chosen from Codex: Necrons, they have the Codex options from there, and the Mephrit list does not stop them.

Not quite. There is nothing in the Campaign Book that prevents one from taking the Necron Codex Relics. The rules from the Campaign Book state that "Characters with the Necrons Faction that are part of a Detachment or Formation presented in this book can select an item from the Relics of the War in Heaven list at the points cost shown. Only one of each of the relics may be chosen per army – there is only one of each of these items in the galaxy." Before the Relic list it also states, "certain units chosen from the Mephrit Dynasty Detachment and Formations can also make use of the Relics and Warlord Traits listed below."

You need permission to do things in 40k. Lack of explicit permission is not permission

"that are part of a Detachment or Formation presented in this book" is the only applicable term for Mephrit relics.

Does the permission to take codex: necrons relics apply to any Detachment of the Faction: Necron?
(I'm asking if it's broad enough to cover "a Detachment or Formation presented in [Exterminatus] book"?)

Yes, as it requires you to be of the correct faction. No part of the Mephrit formations alters the Faction

You mean like the permission detailed in the Character Datasheet?

What we need in order to deny the Characters in a Mephrit Detachment is the rules that they cannot take Artefacts of the Aeons, or any Relics from the Codex: Necrons.

In other words, where general permission already exists in the Datasheet, we need to be explicitly denied access to them in order to lose access to them. Among the Restrictions in the Mephrit Cohort Detachment and the Mephrit Formations, there is no restriction on Codex Relics. Among the rules listed, and that I quoted above, there is nothing stating the loss of that permission.

Now, none of this grants access to these Mephrit Relics for a Character in a Combined Arms Detachment, Allied Detachment, the Royal Court, Destroyer Cult, or the Reclamation Legion. In fact, since they are not classed as a Mephrit detachment, Characters in those detachments are explicitly excluded from accessing these Relics.

So can you take a mephrit cad?

You have to take a Necron detachment Shield of Baal to qualify for the Mephrit rules. So no Mephrit CAD, AD or Decurion for example.
