So based on the information we have on the new codex as of right now it seems that Tactical Squads will be more or less staying the same.
Can the tactical swarm work? I understand that it most likely depends on the situation and what mission one is playing but would like some feed back and input.
My local shop is running a tourny at 1500 points that is making people build Troop choice heavy lists with the following rules and considering just cramming as many ten man squads in Rhinos as I can with maybe a full assualt squad and a beat stick CM.
1HQ
0-1 Fast
0-1 Elite
0-1 Heavy
2-6 Troops
25% of your army’s points MUST be from troop choice selections, dedicated troop transports count for the purposes of this rule
You may unlock an additional Fast, Elite, or Heavy choice per troop choice past the 2nd.

Believe it or not but it sounds like dark angels with the banner of devestation would work very well in this tournament.
Take a crusader with melta, put some knights in it.
Spam marines.

I have a Sentinels of Terra list that is Marine-spam, built for Maelstrom missions and taking advantage of Obsec. Here's a thought for you:
2x 10- Tacticals in a pod with Meltagun and Sarge w/ Combi-Melta
2x 10- Tacticals in a pod with a Plasmagun and Sarge w/ Combi-Plaz
2x 10- Tacticals in a pod with a Grav Gun and a Sarge w/ Combi-Grav
1- Devastator squad with Lascannons
That's most of your points. Combat squad everything; that's 18 Obsec units swarming the board. You have plenty of AP1 and AP2, and your twin-linked bolters will put a lot of wounds on Infantry.

I could also see 6 scout squads in LSS doing well. With people being troop heavy, they might have some trouble popping you and you can claim objectives easily.
You could then have a beatstick CM, vanguard vets with jump packs, a bike squad, etc.
Your entire army would move 12", the LSS are open topped, so against weaker troops like fire warriors you'd be able to fly up and charge them.
TBH, I'm not sure how it would work since I'm not used to playing games that are this troops heavy.

If you're playing maelstorm, sm spam is not just viable - it's really good.
Imo, rhino sm are best as ravenguard or IH.
Droppod sm are best as UM with Calgar or Salamanders to some extent.
Footslogging sm are best as mellee BT with allied Inquisition or Ravenguard for scouting blobs. Scouts can also be great as both bolter-dudes or mellee ones - especially as blood angels.

Dude, Sentinels have twin-linked bolters all day long at half range. It's like UM Tac Doctrine for 5 turns, lol. Also not sure if you heard the rumors, but it sounds like Scouts are getting BS/ WS 4 this weekend.

UM can have it for up to 2 turns which is generally enough. And they have tl everything on tacticals + reroll of 1-s for everyone else. I think that sentinels are best used as a tactic for scout lists. That's imo ofc. I'm sure it can work good with tacticals too.
