My SM army's base color is the darker 'Cygnar Blue' from Privateer Press.

If I wanted to spraypaint or airbrush any new units, any suggestions?

First, what options would match that color?
Second, any reasonable way to set up either within a standard-ish apartment, or will I need to wait until I get access to a priming room (with ventilation)?

You can airbrush that color if you want. I did a video on thinning those paints for airbrushing...




But I'm not sure that's relevant quite yet... Do you not have an airbrush?
