I flew a similair list the other day and was reasonably successful. If I recall it was:

Patrol Leader: Mara Jade, rebel captive, something else for 3 points
Kath Scarlett: tactician, mangler cannon, predator, engine upgrade

The name of the game is divide and conquer. I managed to double or even triple stress ships and they would literally fly off to the far end of the board to turn around. While they were out of the picture I focused on my opponents other ships(s). The biggest drawback is only 6 red dice in the list. You really have to watch out for the initial approach. You need to be on the ball with the flying too. You can't afford to rock yourself and you don't ussually want to bump (you need to be shooting with both those ships each turn). You wanna try to land at your ideal ranges as much as possible (range 2 for Kath and 1 for the Deci). These lists really shut down all those push the limits abusers though (looking at you Fel and Dash).

Not really, because you can still dodge arcs and avoid range 2 when you can't. It forces you to be a lot more conservative with your maneuvering choices, but getting Fel into arc with a low-PS ship is easier said than done. And the PTL abusers with shields to take the crits (Corran, and Dash in the opening turns) can effectively ignore Kath's ability.

Also, remember that Mara Jade can't stress a ship that already has stress. So Kath is your only stress source against PTL ships, and your opponent only has to arc dodge one ship to ignore your primary strategy entirely.

Of course when I say shut down I mean "make it extremely difficult to fly their list effectively". Also, I'm assuming that both lists are flown reasonably well and the dice produce close to average results.

Arc dodging or avoiding range 1-2 of Kath, while avoiding range 1 of the Decimator while not targting the Decimator (Rebel Captive) is extremely difficult. If I'm flying well then I'm offering an unfavorable engagement with Kath or an unfavorable engagement with the Decimator (either of which is likely to induce additional stress). And if you don't push because you don't want to be double stressed the you have to worry about Mara Jade. At the very least, even if the enemy flies expertly and manages to avoid all the nasty pitfalls of this list then they have probably used boosts and barrel rolls to do it - leaving not many actions to enhance their damage output. And how many turns in a row can they pull that off.

The whole point of the list is to provide multiple means of inducing stress. There is no primary strategy of putting stress on the enemy (that can easily be avoided discounting the other means).

Finally, in my experience even one turn of being multi-stressed can spell doom for many of these builds, assuming that I'm in position to capitalize (which, if I'm doing my job, I will be).
