Like this for an example: http://www.games-workshop.com/en-GB/Sanctum-Imperialis
I'm thinking about building a board, and I'm looking at their scenery. I think the pieces look great, and the prices are really not that bad. I also looked at their "Realm of Battle" board, but 200 GBP is stiff.
Also, do you know of any websites where they sell miniature oil barrels that can be stacked, and set around?
Are there any alternatives to WH40K terrain that's not from Games Workshop, and/or boards?

There are tonnes of alternate scenery kits that can work in 40k, tonnes!
However Ive said it consistently, GWs scenery kits are pretty darn good and decently priced.
I picked up a mix of the sanctum, manifactorium and Basilica kits for under 100, kitbashed them as I saw fit and came out with 6 moderately sized buildings. Added in a few bunkers and away I went. Ive added significantly since then but the modularity of those kits cannot be understated and the quality is high.
Shop about first though if you are on a tight budget. Im sure others here will point you to other great alternative kits. But if you want to stick with the the gw aesthetic, the above are good.

Barrels is the wrong word mate, you are after drums.
Tamiya does 1/35 scale drums (and sand bags) which may be what you need. Also tank traps and barbed wire etc. They may be big so research first. A better scale would be to look for 1/48 or 1/56 scale drums.

I much prefer FW's take on 40k...although it's obviously quite expensive, it doesn't seem to suffer from the level of "greeble" that GW's terrain have, absolutely caked with skulls, plastered together with dead cadians. The skull pits are a good example of GW's over-doing-it.

There are a few things that are great about GW terrain kits:
- There are a couple of styles, but all the pieces are very compatible stylistically. If you are an Imperium player, well, EVERYTHING is Imperium themed, in some way.
- A large number of pieces are physically compatible with each other. For example, almost all the building tiles; all the wall of martyrs pieces with each other, etc.
- They look awesome on both the Sanctum Imperialis board and the FW boards
- The terrain when built to suggested specifications (or if pre-arranged with the battle boards in mind) fits the building slots on the RoB board, so that, for example, where your building ends, a sidewalk begins; or, a relief like a pipe may look a lot more sensible because it is entirely inside a building.
- The plastic is pretty rugged, and for the size of what you get and interchangeability, the price is pretty darn good.
- There are both "building" type pieces (like Malefactorum) as well as true fortifications (like Aegis Defense Line, or Firestorm Redoubt, or Skyshield). These can be quite large, and can really add flavor and depth to your game.
Of course, as accolade puts it, there are skulls, dead cadians, crates, barrels, and pipes almost everywhere. TONS of bits to drybrush and a lot of detail not usually found on models (and you might not like the detail. Especially if, say, you're a Necron player). If that's not your thing, look elsewhere!

GW's terrain works pretty well for being what it is. It's relatively sturdy, fits the background, is a little unique, etc.
The problem is if you want anything other than a bombed out Imperial semi-urban board, you're out of luck, they don't make anything else.

Not a huge fan of GW stuff personally. I like more natural looking environments. Personally I use jungle, forest or desert for my tables.
GW stuff is very strong though. I just think it looks very lame and has way too many windows etc to shoot through.
If you do it right, you can take a few GW bits here and there and put it in a forest as an outpost or something. I find thats the only way to use their stuff without it looking silly.

GW's terrain has always seemed very sturdy and always fits Imperial theming.
However, it only fits Imperial themes, and comes at GW pricing.
A bought a crap load of $1 (sale) sci fi terrain templates from Wargame Vault, printed it to cardstock ($15 for 500), then assembled with foam board I had laying around. The templates all had several options and the concrete skin fits the 40k setting very well. The foam board provided stability and it was very easy to put together.
One of the templates consisted of several different types of fold & glue barrels/drums - they don't have weight on their own, but they do have shape and several different looks (weight can be added inside if desired) and took about 5 minutes per drum to assemble.
If it wasn't obvious, I'm extremely satisfied with the scenery I bought from Wargame Vault and recommend it to everyone.
