Librarius conclave with Tiggy rolling on telepathy. 3 rolls with reroll and a further 4 to 8 rolls(2 to 4 more libbys). Going for Dominate and Terrify. Invis and shrouded a bonus.
1st company task force of 4 sternguard squads (4 rather than 3 'just in case') in pods. Tiggy and 2 libbys join one pod squad. Give PE against tide.
Plop down squads near tide, cast terrify on a 2+ reroll with however many dice you like. Now tide at -3ld.
Cast Dominate on tide on a 2+ with reroll with however many dice you like (requires ld test not moral check so fearless doesn't ignore right?).
Everytime the tide wants to do anything, they now need to roll 6 or less on 2d6 everytime. Also good for the psychic shriek roll.
For them to charge they need to pass a ld test to move in reasonable range then pass a ld test to charge. All the while the front rank is being blown back by PE 2+ poisoned shots of the sterguard.
Am I overlooking something or does this have a good chance to bring the tide to a stuttering halt?

On a side note, has anyone considered combining the 1st company task force with multiple terrify/psychic shriek libbys to slaughter non vehicles?

It's 24" range. You're supposed to have enough support other than the tide. Lobbas, KMK, Tankbutas, Truckboyz, Bikers, Stormboyz - whatever. Sure, it's quite possible to get locked down but i think you can still deal with them. At least use your GT to bauble wrap the other stuff. And take out those libbies asap.

I don't have a rule book but if the tide is fearless does this still apply? It's only 20 points to make the tide fearless so they often times are.

Pretty sure fearless is irrelavent in the case of Dominate. Definitely an interesting tactic and could work against several deathstars. Not sure if its worth building a list around, but if youre bringing a conclave anyway its a good tactic to know

Invis on the libby squad to avoid serious casualties from shooting. Let the other half of the SM list block the Orks trying to unshackle the tide.
The above will only be 945pts of the SM list (could be done with 750pts with 2 lvl1 libbus and 3 sternguard squads). Leaving 905pts of other stuff in a 1850 list to block off access to the libbys and attempt to counter the counter.
