Isn't a razorback a tank?

Why not? Razorbacks are great! Obviously they won't be as efficient as a predator but a mobile lascannon is a mobile lascannon which is nothing to be disregarded by player or opponent.

What do you mean by "like a tank"? I assume you mean either buying it on its own (without being a dedicated transport), or buying it as a dedicated transport and simply running it separately to its parent unit. In both cases, absolutely. It is available as a Fast Attack unit so can be taken in a detachment that allows it, so you don't have to take it as a dedicated transport. And even if you do, it is a separate unit to its parent unit, so has no obligation to be deployed near it.

In the context I think you are asking, yes. As far as the tank characteristic go, you do get the bonus for being a tank while ramming.

Razorback is UNIT TYPE: Vehicle (Tank, Transport) so you can use Tank and Transport rules even with passengers inside.
If you mean to use Razorback model to represent Predator tank on battlefield then why not?

With the caveat that you pay the points for the pred, not the razorback.
Also yeah; still unclear on the question; dedicated transports are always separate units from thier parent unit. They are always independent and can freely move wherever they want in their own, and taget and shoot separately(even from a transported unit using fire points with a pseudo-exception for the chimera's lasgun arrays which are part of the vehicle firing and prevent certain passengers from firing out of the hatch)
You can also buy most " dts" as fast attack in the new books, these transports are not dedicated when used as fast attack(just like the land raider has always been heavy support but could be taken as a dt for termies).

The question likely stems from when rhinos and Razorbacks were only taken as dedicated transports and were not included in fast attack entries.
You are absolutely able to take them independently but they count as taking up a CAD slot. If you take them as a DT, then they do not take up a slot of the CAD. It would have been cool if you could take units of Razorbacks.

He means as a mobile armored weapons platform. Automatically Appended Next Post:
People need to stop doing this. CAD does not mean what you have used it to mean. CAD is a specific type of detachment. Please do not use it when referring to detachments in general. Its like referring to all cars as Fords, or all TVs as RCAs.

He used it(CAD) correctly.
A CAD is a type of detachment, a detachment that has slots, a razorback has the fast attack battlefield role and in a CAD is a possible fast attack choice. If you are taking a CAD(or an Allied Detachment) of Adeptus Astartes you can take a Razorback as a separate unit all on its own, and it takes up a slot(a fast attack slot to be specific). Currently the only way to take an Adeptus Astartes Razorback without it being a dt(and thus as a fast attack bfr) is via a CAD or AD.

Nope. They don't take up a " CAD slot" in an AD. The statement "You are absolutely able to take them independently but they count as taking up a CAD slot." has no point of reference. Its the 1st time ANYONE in this thread mentioned CAD. If he had been replying to a question that specificly mentioned a CAD then his use would have been correct, but he wasn't. The way he used it , CAD was interchange with FOC, and I'd be willing to bet that's what he meant based on the context he used it in.

@DJ, I think the meaning of my post is very clear but since I didn't have my BRB I used the wrong wording. I do have it with me now so I'll correct myself.
I should have said force organization slot, to which if you take a DT alone it counts on the force organization as a fast attack slot whereas if you take it with a unit it does not. As stated on page 80 of the BRB. My most humble apologies your lordship.
