Can an ork big mek take mega armor and the shokk atak gun. My understanding is he can't because to get the Shokk gun you need to replace the slugga he comes with. But to get the mega armor you have to swap both the choppa and the slugga, so you can't have both?

Correct. Check out the duplication of the option for a KFF which allows a KFF Big Mek in Mega Armour - you can't use the first option (which replaces the Slugga) as you need it to get the Mega Armour, so there is a second place to pick one up after buying the Mega Armour (and it doesn't replace anything).

Correct but otherwise the Big Mek can really get expensive with the stuff it can carry. I plan on making a fluffy Orkimedes. Mig Mek in Mega Armour, PK, Killsaw (yeah some melee redundancy for the sake of fluff), Tellyport Blasta, Mega Force Field (relic), Super Cybork Body (relic) and some grots and squigs as needed. This is a whopping 235pts not counting the grots and squigs. I'd like him to join Ghazzy and Dok Grot in the Council of Waaaaaagh!

As mentioned I'm doing a fluffy char, those melee tools are really his tools he uses to work on his inventions including his tellyport blasta working as a third hand when not used as a weapon. You can have him drop one of the melee and put a KMB on him

Actually, fun side note: giving a big mek a killsaw is a great idea, especially if you give him the Tellyport blasta and DLS. Killsaw and PK are specialist weapons, so when you spend that 10 points, you aren't just acting fluffy. You're spending those points to get +1 Attack and armorbane. Not a bad deal.
