Haven't spotted this topic up yet, so sorry if it is a repeat.
As the title says, is the dataslate Dark Angels Librarius Conclave still legal?
Clearly it's not a formation in the Lions Blade, but as a standalone formation it's rules still seem to work with the new codex.

Yes it legal. It says that units must be taken from Dark Angels Faction not codex, moreover new codex is still called Codex: Dark Angels, you can see it on the book's spine.

Got the white dwarf in front of me, which symbol is the space marine one? All I can see is the three skulls of a formation.

Dataslate Faction symbols are actually listed up at the top middle of the page, not the top left. Top Left is the datasheet Role, such as Formation, HQ, Lord of War, etc.
That's of course if it's new enough to use the symbols and not just have it listed in the regular rules.

Its not in the corner, but is right above the name of the formation. Notice the skull with wings and a sword going through it? Thats the faction logo of the space marines. The DA faction logo is a half cog wing like set up with a sword.
The faction marker system they use really sucks. For rhose not to familier with the faction logos, this is in your BRB.
