So with details of the age of sigmar out in the world, I know a lot of Warhammer players that no intention of touching the new inbred freak with a second thought. (I fact of the 5 players I regularly play with nobody will).
Is it time for Warhammer players to take things into their own hands and start a living rulebook for Warhammer Fantasy Battles, much like the Epic, Bloodbowl, Necromunda crowd have to great effect?
If so where would we start. For me I'm thinking 8E pre end times amendments. With a few tweaks to tone down the biggest extremes (steadfast, random scenery etc) I think there is a very solid base in there to build on.
Where would you start?

Making a few adjustments to 8th seems like the best way to go to me. There's probably a few tweaks I'd make, along the lines of the following:
- Make it easier to break steadfast
- Give Cavalry and Monsters a little boost (also linked to the above)
- Make it harder/more dangerous (I prefer the latter) to cast "6th spells"
- Make cannons slightly less accurate
- Give Beastmen, Bretonnia and Skaven a new book
Other than that (I don't think I've missed anything) I don't think there's much else that needs tweaking to make a fan-based 8th edition a great game to play for those that want to do so. Random scenery is another small issue, true, but I find most people simply ignore it, which solves the problem.

Make Railroading impossible. I don't mind that people use it. It's a valid tactic in a rulebook that allows it. I just don't think the rulebook should allow it.

Railroading? I've never come across that before, at least not that word for it. Do you mean like a 'dart' or a 'column' (i.e. a unit of models that is long but with short frontage, such as a 2x5 formation)?

As someone with a Skaven army, the lack of an 8E army book is annoying.
The 7E book has a lot of things that don't fit great with 8E, and the extra long FAQ doesn't fix them all.
But a tidy up of the core rules should come first. I think any changes should focus on making the "normal" size of a unit go back to around 20 models, instead of the giant hordes fielded by some forces. And yes my skaven army does have two blocks of 50+ models. And no there not all painted!

I think there should be nothing wrong at all with taking units of 40/50 models. I just think there should be considerably more risk in doing so, in that a misplay, or a clever play from an opponent, will see all those points run down and destroyed.

Whatever issues you have with 8th, it still remains the logical starting point for a fan based ruleset as that is what the vast majority of players have been playing all this time. Sure, there'll be a few that'll take the opportunity to go back to 7th or older editions, but the majority will have got used to playing 8th and will be most comfortable continuing to do so, be it with a fan-adapted version or not.

Skaven should be deployed in dozens of 16x16 squares like Macedonian Foot Guards.
