The goal is null deployment (rangers infiltrate) and deep strike falcons full of shuriken rage alongside the incoming crimson hunters.
If you can't adequately hide the rangers or there is too much interceptor one or both falcon squads can start on table.

That's six vehicles firing 81 st 6/9 shots, another three firing another 14 st 6-9 shots from the flyers and 90 BS5 shuriken shots (12.5 rends average) exactly where you want them turn 2. It won't beat necrons or sky hammer, but then again few things will.

Looks cool and fun.
I would remove starcannons from the CH Exarch and take the lances.
Also I would remove rangers in favor of bikes. Can still hide, and are better late game.

I do drugs.
Mostly Plastic Crack, but I do dabble in Cardboard Cocaine.

Cool and fun were the motivators behind this list, part of why it did not include bikes.
However, including them at the expense of rangers could be a good idea.
Rangers
Pros: 2+ cover in any terrain of 5+ or better (pretty common), more wounds, likely to be ignored after turn 1, option for autarch to hide with them
cons: Drop pod with flamer will destroy them and anything with ignores cover will wreck them. Low damage output (which to be fair isn't their primary function). Sitting ducks for assault.

Bikes
Pros: More damage, very flexible, as we all know very fast
Cons: less wounds/point, less resilient to shooting (aside from ap 4-6 flamers). Cheezy.

With that in mind a similar list might look like this:

Now dont get to crazy on me, but what if....
... you ran bikes without scatter lasers

Just use them for scoring.
Changes pros and cons

Rangers:
Pro: survivable (to most things)
Cons: Slow, no damage

Bikes
Pro: FAAASSSTTT
cons: not as survivable against most things.

I use my bikes solely for speed, to grab objectives late game.
People also dont rage on me as much
