Ok, so Shrike can only infiltrate by himself, so that's right out. Units deployed in transports and transports themselves do not get the Shrouded rule. Still get Stealth on a 3+, but not guaranteed.

Plus side, Assault Marines and Devastators are all but invulnerable turn 1. I've got the Tactical Doctrine from the Formation going for me, so there's that. I can combat squad to occupy my opponent for a while.

As far as chapter tactics goes, raven guard doesn't align itself well with a demi company. You have the TAC marines which are rather poor on foot, so you put them in a transport which means you can't benefit from the CT. There's only two units that the CT can even effect, and neither are particularly worrisome for an opponent. Ultramarines would serve you better if you want to keep the demi company, and you could make a similar captain to shrike (he's 185 too).
If you want to keep it raven guard just take a regular CAD. Scouts are good for the shrouded and are a lot cheaper. Just some bolter scouts are fine, or some in a LS storm. In a LS storm I like shotguns and a combi weapon on the sarg to match the storms weapon (usually HF, MM or AC).
For a drop melta squad, just streamline the command squad to meltaguns. The champion isn't doing anything for you, and I would expect them to be drawing enough attention to make the apoth a bit pointless. Better to get a bit more reliability in killing whatever you are shooting at. Similar story with the devs squad, though you could conceivably go 2/2 and combat squad.
And by shrike infiltrating by himself, do you mean with the assault squad or actually just by himself. He can go with the squad...

Shrike cannot confer infiltrate to the Assault squad so I wouldn't infiltrate him at all.

I agree completely on the command squad except I just don't have that many meltaguns. I use every single one I have; and combimelta. Unless you penetrate and roll a 5+, vehicles just won't die. Just have to bring that volume of fire.
