If I take the conclave, give them the chapter tactics for white scars and then upgrade a Librarian to Tigurius, would this be legal?

Pretty sure it says something about them all having to be from the same Chapter.

My WHFB armies were Bretonians and Tomb Kings.

I guess my question is more in the list construction.
Do I select the formation, then select the chapter tactics, then upgrade to Tigurius making it legal? Or is that not the correct "flow"?

From 'Chapter Tactics' in Codex Space Marines:

All models in the same Detachment or Formation must be drawn from the same Chapter.

It doesn't get much clearer than that...

Tigurius is not an upgrade. It is librarian with specified Chapter Tactics Chapter. Which by the CT rules forces you to take Ultramarines Chapter Tactics for every other unit with CT rule within that Detachment.
So no. You cannot take LibraCon with Tigurius and use White Scars CT.

But you can take a Ultramarine Conclave and fix it to a White Scars Strike Force, because the Conclave is a formation in itself

As long as the Conclave isn't taken as part of the strike force, yes. Because the strike force as a whole is a detachment meaning they must all be the same CT.

Yes, that is true.

But for what that would be worth, I don't think it would make a difference in practice, because the librarians could still divide up and join the Scar's units. The only difference is that the Librarians have their own set of doctrines

They would lose the CT if they actually joined the white scar units as you cannot mix CTs

That will reduce the entire scenario to 'is Tigurius worth loosing all CT on several units?'

I'm inclined to say no

Only the units they join lose CTs and only whilst they are mixed, so may be worth it for one unit to suffer if it benefits others more.
