I'm very new to 40k and I was wondering how you use Eldar Rangers. Also how many should I get in a 1500 point battle.

You should get none. They are one of the few units that I would say got worse in the new Eldar codex. They used to be upgradable into something fun, not overly good but a fun choice, but now to do that is very restrictive. The only place for them now is on an Objective in Ruins going with that 2+ Cover save. Very handy in Cityfight where they can Infiltrate where they need to be.

Used to be that Illic Nightspear could hang out in Dark Reapers, buffing them with Shrouded, then Rangers could all upgrade to Pathfinders getting Stealth and Shrouded and Sharpshot and the entire squad was able to use their snipers to pick off individual models, like the Plasma Gun in a unit. Then a thing like a Vyper or a Dark Eldar Reaver squad could come in with less risk and clean up the leftovers. It was a very tactical way to play that I had a lot of fun with for a time. Didn't win competitions, but still fun.

Now, Illic has to be in the squad for that happen. Which puts all your sniper eggs in one basket, shooting at one unit with precision... Not good enough in the size of current games. So, Illic is next to useless. And Snipers in general are pretty meh except as Turn 1 Objective holders that MIGHT do something once in a blue moon. I've had 10 Rangers make a total of two kills in a game, and neither of the kills actually mattered to the game. They're not an offensive tool anymore.

In a competitive environment, they wouldn't be worth their points.

That said, unless your meta is mind-numbingly competitive, it doesn't mean they can't do work.

Take a squad, possibly two, probably 5-mans. Sit them on a backfield objective. Take potshots at units with Heavies or Specials. Or MCs. You should do a couple wounds over the course of the game, and have a not a unreasonable chance of sniping out that Plasma Gun or Lascannon you're afraid of. But their killiness isn't what they do for you. They are a cheap objective camper that isn't the easiest to remove (stay in cover!). The shooting is nearly incidental.

They can do great things if you don't focus on their firepower.

Hide them near an objective,
Take pot-shots at special and heavy weapons carriers.

Precision Shot is handy for all sorts of tactics.
As said, they don't have to make their points back, just help stop you losing more of yours.

Something that can mess people up is to break coherency.
If a unit is strung out, or straddling 2 areas of cover, take out one of the models in the middle. That way, they have to spend their next movement phase joining up (or risk routing, IIRC).

Best Eldar Rangers Tactics:

Step 1) Look at cool models and interesting fluff. Buy models and paint them.

Step 2) Realize sniper rifles are crap. Place wonderfully painted models on shelf to collect dust.

Step 3) Buy more Jetbikes

Bah. Bunch of overcompetitive whiners.

Rangers go in min squads of five. Try to shoot them at models that have special weapons who ARENT special characters. Target priority is:

Squad with a special weapon ( I.E. The melta gun space marine)

Characters (who cannot leave squads) such as sergeants as they get a 4+ LOS

Special characters with 1 wound as you might get them, but they have 2+ LOS.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"
