Please forgive my ignorace, but what is the actual difference between the three Legios for Mechanicum 30k? Is it just what troops(armys) and characters they can field? What are the fluff differences?

The Taghmata is made up of whatever the Magi can cobble together in the way of armed forces (not including standing forces like the skitarii, knights and titans), so yes, they often have units on loan from the other two.

Fluffwise, the Taghmata is a feudal ordering of the various vassals of a forgeworld for war. So it could contain anything from Skitarii to macrotechs. The Archimandrite basically calls up his underlings and demands troops, and they call up their retainers who call their own supporters and so on.

Of course, it sucks to be the lowly enginseer who has to stand out in the middle of the battlefield and fight because the Myrmadon's were more expensive...
