I am not sure if they would be to scale though and what would I use for the heads with helmets on them?

The Skitarii Vanguard helmets would work well, plus they have shock mauls.

I'm gonna be honest. I don't really think those fit with the dreddish feel of the Arbites, but if your like em go ahead!
