In 8th edition fantasy and 40k, there are rules saying a roll of 1 always fails. I have my sword eternals hitting on 3s, +1 for their special rule, +1 for celestant on foot command, so now they hit on 1+. Does this mean that no matter what I roll I hit, since I can't find where it says 1s fail.

Nothing in the rules say you can't autohit, autowound, autosave.
We as a group ruled that 1's always fail on Saving throws, and you can't stack Mystic Shield. But that's us. Play how you like.

Indeed. Certain rolls have had this stipulation, but it was never a blanket rule IIRC.
8th edition Fantasy allows for auto hitting and auto wounding, and for automatic failures to hit or wound. See the Ka'dai Destroyer pre-nerf.
