What kind of attack is this considered to be? It's rule reads ...

"In its Shooting phase, in addition to using Powers of the C'tan, this model can target one non-vehicle enemy unit within 12" to which it has line of sight. The unit suffers ... "

Is it a Shooting attack or 'other'? Must the C'tan use this against the unit it targeted with the Powers of the C'tan or can it "stare" at a different unit?

I'm pretty sure it means that the C'tan can target another unit if it wants since Gaze of Death does not appear to be a shooting attack as it's not said so. The fact that it explicitly states 'in addition to using Powers of the C'tan' solidifies that in my mind.

That's how I'd play it, at least.

It is not listed as nor have the profile of an Attack. Therefore, it is not an Attack as such, just a Special Rule that does Wounds.

Since it is not an Attack, it is not subject to the same restrictions that Attacks are subject to, such as Snap Fire and Targeting.

It can also be used on targets in melee, yes? Or if the Nightbringer is locked in CC?

Yes and Yes. it is not a Shooting Attack, it is just something that causes wounds during the Shooting Phase.

Does the Ctan get to shoot 2 random powers a turn since its a monstrous creature?

If it had 2 Powers of the C'tan, it could. But it only has one. So it could no more shoot 2 random powers than a Centurion firing a Frag and Krak Missile.

So is this the only rule in the game that is not an attack and causes wounds? Are there any page number references that can help this question other then "I think this is what it is"?

Most cases like this are Psykyer Powers. But let's see, Gets Hot! and Dangerous Terrain are two.
