I have found the solution to The Mouth of Sauron, and to the many Black Númenóreans in Sauron's service.
Everyone knows that in the later 2nd Age, Númenóre became divided into The King's Men, and the Elendili (Elf-Friends), and that the former more and more occupied the lands of Middle-earth that Númenóre had founded, and then began to dominate at this time (enslaving the populations).
From my prior post on Dol Guldur, Gandalf had mentioned that Celebrimbor and Sauron had made "Many" lesser Rings of Power, and that these could produce a lengthened life-span, as well as producing wraiths (in addition to just stabbing someone with a Morgul-knife).
And that when Ar-Pharazon took Sauron "Prisoner" (only it was really Sauron taking Númenóre hostage), many of the King's Men fell into Morgoth Worship, and into Black Occult Arts.
The Númenórean population of Umbar, and Mordor (which was a watch set, as the Nazgûl had not yet become Nazgûl at this point, they were still living men) was who was given these minor or lesser Rings of Power.
And, we learn from Faramir, during his conversation with Frodo in Henneth Annûn, immediately after the capture of Gollum/Sméagol, that it was these same Black Númenóreans who would later Capture Minas Ithil during the end of the 2nd/beginning of the 3rd Ages, along with the Witch-King (who by now was beginning to show signs of wraithification).
Faramir's mentioning these men gives the impression he was not just talking about the Nazgûl as having been given Rings of Power, as he is talking about a large group of stateless men. He does mention that their Lords were "Númenóreans who had fallen into black wickedness..." These are obviously the Nazgûl, which we have an explicit statement that they were Númenóreans.
But it gives us a hint that the Black Númenóreans as a whole were a population who fell into the occult arts, and through which many became undead, or "proto-wraiths." The Mouth of Sauron being among those with one of these lesser rings.
