Heck, there is nothing stopping you from taking units from other Alliances.

Aside from local House Rules, you can field Nagash, Karl Franz, Kairos Fateweaver, and Grimgor Ironhide all in the same army.

It's not necessarily SMART to do so, as there is no synergy for doing so. It's usually best to set up units that will compliment each other, such as Khemri Heroes being able to buff Vampire Skeletons as they are Deathrattle Types, or Bray-Shaman being able to summon Daemons.

Ok so page 234 of the rule book saids you can use any model in your army as long as you have the scroll. But now correct me if i'm wrong you should stay with in your faction. Which makes sense after all there is no Empire or Britonnia any more. If your playing modern times, but there might be a few units around still fighting here and there. Is that pretty much the gist of it?

nope... remember that the undead faction can ally with order to fight chaos as can destruction can ally with chaos to fight order etc...even chaos can ally with order if needed (its your lore, go for it) the whole point is to mix and match and use the warscrolls, its why I have been saying AoS is now better for making lists... there are also neat trick like being able to take a vampire night necromancer with tomb kings archers that way you have a very potent shooting force and necromancer can heal himself if necessary... (because both armies skellies are deathrattlers and so the rules apply to them) plus DOGS OF WAR

As I said, staying in the Alliance (at a minimum) is strongly advisable because of the synergies involved. Wood Elves have a hard time healing Zombie units compared to Treekin, and Chaos Wizards cannot Summon Lizardmen or Skeletons. A lot of Command Abilities, or even Hero Abilities, will only work on closely related units like Khorne Mortals or Free People.

Now, local groups and tournaments will often set up their own requirements for army building that will require similar things like all units being in the same Alliance or Faction, just as they will set up their own requirements on army size limits and construction.
