I am starting a Horus Heresy Emperors Children army and I want to put a cult militia allied detachment in. This is to represent the sort of wacky followers the EC have with them in the book Angel Exterminatus. Specifically, the ones who accompany Fulgrim. I think the regular cultists just look a little too ugly and dirty to be allowed anywhere near Fulgrim. Or do you think that contrast could work?

I think a kind of travelling carnival/harem look would be cool.
Look at the Eden range by Taban miniatures for some of that crazy postapocalyptic niceness.
Perhaps dark eldar witches and warriors would have a bit more of a fulgrim vibe and more of a royal court look about them painted in golds and purples.

You could take a look at the KingdomDeath miniatures they look quite good and fit slaanesh, if you like the nudie nude theme.

Dark Elf Witch Elves are beautiful models, but unfortunately they're really expensive.

Have you thought about using the FW Solar Auxiliary models and just paint them up in really flashy colours?

The kingdom death standard survivors would be ace. But as you need lots and lots of them... any other robed adams and eves?

Necromunda stuff works well.

Im using eshser gangers as cultists.

You can also use Goliaths as punk rocky doods.

Basically the Sex drugs and rock n roll form of slannesh.

As to fluff wise with fulgrim what exactly makes them special?
(are they a bunch of pretty boys and girls or something. if so it seems like very snooty elite guys would make the best cultists like iron guard dudes in full uniform)

He's the Emperors Children Primarch, so hes pretty much Slannesh's chosen during the Horus Heresy.

Plus, I am mostly thinking of the bit where Fulgrim meets Perturabo in Angel Exterminatus and brings the carnival/orgy/living centipede throne (I kid you not on that last one ) of followers with him.

It sounds like they are passed the prefection Leet side of things into fun time guys.

Id mix around a bunch of stuff from Dark elves witches, Dark eldar Wyches, and Harlequins.

Shave off the ears, give them crazy masks and stuff. probably CCW Pistol combos or whatever floats your boat. (non Eldar weapons. You probably want to give them basic auto gun weapons or probably those new guns from the skitari kits.)
