recently i was looking into HH and i realized there are no thousands sons, there are also no primarch rules for sanguinius the khan or leman russ?
why isnt forgeworld making things for all the legions (especially the thousand sons)

Probably because those books have not yet come out and Forge World is still making the books. Just wait, They will come out sooner or later.

Each Legion is covered in a book that is relevant to it, the Thousand Sons and Space Wolves (and possibly White Scars and more Death Guard) would be covered in a Prospero book, the Blood Angels will either be covered in a battle of Terra book alongside the White Scars and more Imperial Fists, but it is more likely they'll be covered in a Signus Cluster book (which will probably feature daemons). The Dark Angels will likely be featured alongside more Night Lords in a Thramas Crusade book (These are all books that have yet to come out by the way)

It has been confirmed that the BA, DA, and WS will get their "Legion Tactics" rules in the next book, but no special characters or units until they get the full treatment in later books.

The main books each cover a major event in the timeline.
Certain events happened at the same time or shortly before or after.
Gotta remember that for about 6 or 7 years terra and the loyalists had no idea what was happening, most still dont know about istvaan 3, only istvaan 5.
Plus the blood angels didnt do much in the heresy till later, they got retasked to get them out of the way.
Wolves and Tsons are gonna be next probably with scars as well.
Balancing Tsons must be a problem lol
