Is it unfluffy to rock a large platoon of steel legion? I know they're mostly mech vets, but I have the infantry and 5 steel legion las cannon teams.

Use them as Hive Militia and you are fine. You could take a big Conscript blob to be ultra fluffy.

Codex Armageddon restricted Hive Militia to Armageddon PDF, and were to be represented by Necromunda ganger minis IIRC: No basic training, no basic kit.

Armageddon still exports regular infantry units however, it's just that Mechanised units are more common. There are also going to be plenty of actual Steel Legion units that have been forced to revert to infantry blob tactics owing to attrition amongst their Chimeras.
