where can I find the rules for eregion+rivendell elves as the only sourcebooks left are moria+angmar and mordor? as I'm rather keen to start LotR after the whole AoS fiasco (don't get me wrong some of it I like, but removing a points system and initiative steps completely broke the game).

Sadly, the only place is in the Free Peoples book. Check eBay or a local GW to see if you can find a copy.

Shame looks like I wont be starting then as they only copy I could find was nearly £60 which is ridiculous.

Yep, in the UK at least, only Mordor and Moria are still in print. Bit ridiculous, really!

I picked up a new copy from eBay not that long ago for a lot less. Doing a quick eBay search just now it does seem all the OOP army books are drying up in just the last couple months (could only find one copy of the FP book, for $75US). Those five army books are as key to playing the game as the rulebook is, I just can't comprehend why they would let them go OOP. I continue to curse GW for their negligent mishanding of this game.
