In the UK brand new GW is probably best grabbed on release weekend from Element games, Darksphere etc where you'll get 20-30% off as ebay is not much good for really new stuff,
but once things hit 6 months old or so you should start to see it turn up badly painted/assembled at significant savings especially if you're prepared to pick up larger lots (you may need to re-sell unwanted stuff)
that and be prepared to search on a daily basis, and put in lots of bids that fail to win, but within a couple of months you'll have picked up something most of the rest of the world missed

People often want to offload an army quickly, and lots will take Paypal for it.

You can normally get 50% off used warmahordes on Bartertown. I've never used the Dakka swap shop myself, but I would imagine it's similar here. Any less discount and I'd just buy new from Mini Market, Warstore or Discount Games.
Edit - for US buyers. I saw you're in the UK.
