So the quad mortar is good. Exceedingly good to the extent it is more than twice as points efficient at killing vehicles as the old Grey Knight Psyfleman Dread. Then you can flip to a TFC once all the vehicles are dead for great AI fire. For 60 points it just seems poorly thought out and abusable. Hence the list the only thing it doesn't excel at killing is 2+ armour and to a lesser extent AV14.
How about this:
CAD
Chapter Master: AA, SE, PF, bike 245
Bikes: 2 meltas 83
Bikes: 2 meltas 83
Bikes: 2 gravguns, combigrav 103
2 Quad mortars 120
2 Quad Mortars 120
2 Quad Mortars 120
CAD
Libby: Lvl2: bike, combigrav, auspex 125
Command: 4 gravs, 2 SS Apothecary 220
Bikes: 2 meltas 83
Bikes: 2 meltas 83
Bikes: 2 gravguns, combigrav 103
2 Quad mortars 120
2 Quad Mortars 120
2 Quad Mortars 120
So plenty of fast ObSec and grav and melta to cover the weaknesses of the Quad Mortars (upto 33 grav shots in a turn and 8 meltas). 12 Quad Mortars at 6 different targets is ALOT of pain. What do you think causes this real problems? Invisistars perhaps but good play should result in a VP victory.

Looks like quite a strong list, i see nothing to improve.

Thank you. Forgot to mention the CTs are Iron Hands. Automatically Appended Next Post: Or should I go UMs to twinlink all the blasts for 2 turns?

I'd stick with Iron Hands personally, as the quad mortars gain some durability with them, but try it out using both CT's and see what happens

The quad mortars alone if TL with UM CT cause 13.04 hps against av14 a turn... I think you are pretty covered for AV14.
They also cause 11hp on average when shooting av12 flyers.
48 st8 ap4 sunder (aka TH) shots or 48 st5 ap5 barrage shots on 12 4W T7 3+ platforms with the ability for TL with CT for 720pts is insanely broken. Even more so in an army with easy access to grav to counter its weakness (2+). What on earth were they thinking?
What is the point in the laser destroyer rapiers now? Or the quad bolter rapiers for that matter? Hell - even TFCs? Just crazy!

Yeah Poly Ranger, however the AT shots only get rerolls 1 through the CTs so the damage output isn't quite that high. Holy crap it is still 11 HPs vs AV14. Against flyers it is significantly worse:
AV10 ~ 9 HPs
AV11 ~ 8.3 HPs
AV12 ~ 7 HPs
That is still very good though and against Flyer heavy I can hope for a Skyfire Nexus and Prescience a unit with the libby. TFCs still give ignores cover, but I think you'd take a Scorpius if you wanted that (to deal with Ravenwing). This thing as is, is flat dumb. However due to the cost of Wyverns I can see this not changing significantly when it gets official rules. Though the loss of Sunder (which surely HAS to come) which hurt it alot. Turning it into merely a great unit.

Yeh without Sunder i'd say it's a lot better points costed. Still would need a 10-15pt increase at least in my eyes.
If you look at the Hades Autocannon rapier, same range, same strength, same ap, has pinning but doesn't have the AI blasts option and that costs 65pts.
Completely forgot it was just reroll 1's with UM CTs for heavy. Still doesn't balance it out but it's something. Automatically Appended Next Post: Imagine this unit as it is at 3 pieces with a librarius conclave with Tiggy. Would just be even more crazy.

I like your list. Quad mortars seem to extremely underpriced (for now). The one thing which thundercannons have going for them in contrast are the deterrant the tech marines provide to being charged. the most efficient ways to beat this list would be: kill your bikes, spam flyers, assault your 36" ranged mortars. It would be fairly easy for an opponent to remove your 18 wounds of bikes and tie up your command squad. To change this I would take white scars chapter tactics to give you hit and run or remove the command squad and beatstick chapter master in favour of more bikes which can distract from the quad mortars/tie up potential assaulters.
To deal with flyers it might be worth taking red hunters chapter tactics for one CAD - this means you could give a unit of 3 quad mortars (changing the units from 3x2 to 2x3) sky fire for 12 str8 sundering sky fire shots. That should deal with any fire raptors, especially if the librarian can zip over and give the auspex. You'll still struggle with flyrant spam and daemon MC spam but at least then you have a chance without sacrificing firepower.
Invisistar actually you should be ok since either they'll be taking out a quad mortar unit a turn (2 if lucky) or ignoring them and you can easily take out supporting units.
So with that I'd run:
White Scars CAD:
90 - librarian - bike, auspex, force axe
103 - 3 bikes - 2 grav guns, combigrav
83 - 3 bikes - 2 meltas
83 - 3 bikes - 2 meltas
83 - 3 bikes - 2 meltas
83 - 3 bikes - 2 meltas
120 - 2 quad mortars
120 - 2 quad mortars
120 - 2 quad mortars
Red hunters CAD
90 - librarian - bike, auspex, force axe
105 - 5 scouts - land speeder storm, multimelta (for infiltrating scouting shenanigans)
105 - 5 scouts - land speeder storm, multimelta
95 - 5 scouts - land speeder storm (for objective grabbing)
103 - 3 bikes - 2 grav guns, combigrav
103 - 3 bikes - 2 grav guns, combigrav
180 - 3 quad mortars (to take advantage of red hunters chapter tactics)
180 - 3 quad mortars
=1846
but tbh there isn't much difference between the two lists
Editted to swap some bikes into the red hunters CAD so that they can get sky fire for a turn if you're against flyrants
