I assume you can shoot while in combat and then attack in the combat phase?

Sort of.

I've noticed that ranged troops long range firepower isn't as damaging as the melee output of other units. Also, most ranged units get special benefits when not within 3" of enemy units. That means you don't want them shooting and stabbing because their shooting will be taking a deficit.

I personally don't think it makes missile weapon troops more valuable. Theyre usually rubbish in cc to make up for it.

Usually ranged units have crap melee weapons and worse save, not to mention losing all the bonuses from not being within 3" from enemy like Lythrandire said, so in a combat you still will rather lose, but with the store comp saying that you can't shoot enemy models in combat if they aren't at least 3" from your models (i.e. - rear ranks), you might use archer charge for that one turn massacre when everyone piles into the combat, your general uses his combat ability (once per game in the comp) and then you inflict so much damage to the enemy unit to cripple it beyond any chance to hurt your fragile ranged troops with losses so huge his bravery will not matter.

Keep in mind also that you can't shoot models you can't see, and you can't see through any models other than the ones in the firing unit. If you are in melee then what you can shoot at is likely to be severely restricted.

Exactly! Meaning those big monsters are at a disadvantage because ALL of the archers can still shoot him.

Yes, you can shoot while in combat and and then attack.

You can also shoot into other units' combat. So let's say you have some Dwarf Warriors supported by a Dwarf Cannon. They get charged, enemies pile in, the Cannon can still shot them.

The shooting units that seem to stand out by being decent at both close combat and shooting include in the Shadow Warriors from the High Elves War Scroll and some Chaos Daemon units.

But it's still true line of sight, so in most cases you will be able to shoot at a unit even though the sight is severely restricted...as long as you can see something, you can shoot at it.
