This is a very strange question, can I have the Rule quoted so I can understand it a little more? The reason I ask is because the default Game Mechanics do not account for 'air' or 'ground.' The Rules barely account for the fact the Game is three dimensional at all, and when they do it is in such a terrible way it can lead to more problems then it solves. Unless this Rule contains informing us how to go about resolving 'layers,' we have to resolve it as if the entire game was two dimensional. Blast Markers are actually a good example of this phenomenon, instead of measuring x inches from the 'point of impact' we hold a flat disk above that point and see what is underneath it. It is likely the same thing here, holding a blast marker above a certain point and just seeing what is underneath it with no care if it is 'air' or 'ground.'
