They want YOU to pay for the
OP kits?

that! How are you going to be reimbursed? Collecting money from the players?
Yeah, that's all kinds of shady right there.
As far as being a
TO? Advertise on Facebook and the local gaming group, and make sure you read all the
FAQ's and keep up with WORF. Your goal should be to know more about the game then your players- you never want a player to know more about the game then you.
Have all your house rules set before the tournament, and include them in your advertisements: "120 points, ship pure, dual faction OK, no more than 50 points per ship, 1 resource of 10 points or less, the following cards are banned: ..."
The store should be able to tell you what the kit costs are. Each
OP kit is meant for 8 players, and if it has prize ships, you'll get 3- 2 for the event, 1 for the
TO. It'll cost you about $45. If the
OP has blind ships, they come in "bricks" of ships with 10 ships in a brick (2 of each blind ship). I believe one brick of ships costs $120? Kind of depends on the distributor. The store will have to tell you how much each brick will cost.
So if you are doing the Q-Continuum, that's 3
OP kit's @$45 each, and the Grand Prize kit was only $25 as it has cards.
If you are doing one of the older
OP's with blind ships, you will have to estimate how many players and how many bricks to buy along with the
OP kits. One
OP event will cost you $45 for the
OP kit, and another $120 for at least one blind brick. And then you will have to purchase the Grand Prize kit.
Side note: These prices are all what my
FLGS pays from their distributor and yours may be different.
