I... actually don't know. Help?

Just read through my, ah, em, legally purchased painting guides today, and found this cheeky bugger, you see the biker to the right? It's a SM Bike, with a Guardsmans toros and head. Plus, he has a hussar wing! What is it? A Rough Rider?

Scout Biker conversion?

They make scout bikers now, cool ones at that.

The one in the pic looks like a kitbash,

The 'wing' comes from the old WHFB Kislev Winged Lancers kit.

To imagine how expensive Kislev stuff is on eBay now, that gotta be one of the most expensive Scout Bikers I've ever seen.

If you want the hussar style wings I would suggest Wargames Foundry's [ur=http://www.wargamesfoundry.com/pike-and-shot/polish/winged-hussars-1-wing-pol009/l]winged hussars[/url].

Edit:

I believe they differ in scale from GW's Kislev range, but here is a size comparison pic with a space marine and Foundry's Winged Hussar wing. You get two for each hussar, so a total of 6 in a blister for 12 pounds.
