Ok I can't find any ruling in WORF (searched T'Ong and K'Temoc), and my group has been arguing this, does he -1sp for entire fleet or just his ship? I say fleet, since no restriction has been listed. Is there a ruling on pervious cards that I might be missing?

I am pretty sure its a one ship rule, since the Errata has stated that the "you"s and "your"s on cards refer specifically to that ship.
