I've got two Wych squads and one Reaver squad in my army. All three units have the combat drug special rule. Do I only role once on the combat drugs table for all three units or does each unit role on the table separately?

I think you roll separately for each unit

If i recall correctly you roll once for your entire army, the wording on the special rules page of the codex seemed pretty Specific....Not 100% sure I dont have it in front of me atm. Reread the combat drugs rule in the codex.

You are correct. It is one roll for the entire army. From Codex Dark Eldar:

After determining Warlord Traits, but before deployment, roll a D6 and look up the result on the Combat Drugs table. All friendly models that have the Combat Drugs special rule receive the characteristic bonus listed on the table for the duration of the battle.

Yes only once. It says after rolling, you apply the result to all models with that rule.
