Okay, so, I have 15mm terrain, but my collection of figures, vehicles, and rules seems to be growing. I'm going to need to get some terrain, but most 15mm stuff I've seen is either too expensive, or way more work intensive than I want. So, I'm considering using train scenery as it tends to require little to no work. Only problem is, I'm not sure which scale to use. I've heard HO works well. I found that Tomytec makes a ton of dirt cheap, pre-painted buildings, but they're all N scale. Would these work with most 15mm lines?

Model railroad N scale is 1:160 scale. You would probably find buildings in 'N' to be much too small for 15mm figs, unless they are midget models. You might get a start looking at some 1:87 HO railroad buildings and seeing how they compare to your figs before buying a bunch. I think you will find your figs are giants among N buildings.

If i remember right TT is pretty good for 15mm, but HO works as well.

Any companies that you could recommend that make affordable HO scale buildings? Those Tomytec ones are seriously cheap. Like, less than $3.50 per building.
