I only play with local friends, and we are all big into the books (now "Legends") and such where the Alliance captured star destroyers and the Imps use the Nebulon-B. We want to use this in Armada and I have been looking for card creators for it with no luck. Does anyone know of site where I can find templates?

In the event there is (or if I ever figure out how to scan and edit cards) does anyone know a good card material and how to print in the same glossy finsh that regular cards have?

All you need is a decent image editing program. GIMP is free, and will do pretty much everything you need for this. Just scan in a card and you can cut and paste bits in and out.

After that, just go to Staples or similar and look for heavy photo paper. The only issue will be printing the reverse of the cards; Photo papers usually only have the glossy finish on one side.

I've used a site called Makeplayingcards dot com before I've printed thousands of cards for a custom card game. It's a great quality service. I wouldn't recommend the linen finish though if you have any cards with little details. It obscures them.
